Ukrainian President Volodymyr Zelensky told the Financial Times that Vladimir Putin ordered Russia’s military in September to abandon previous constraints on strikes against civilian sites, the Kyiv Post reports.

School strike
He spoke in the shelter of a Kyiv school hit by a jet-powered drone. The school’s director said 104 pupils and 60 teachers survived because they reached the shelter; the warhead did not detonate.
